何为他者眼中的“世界人才中心”——基于精英大学外籍教师需求的人才环境体系构建

Abstract Foreign faculty working in elite universities are important talents targeted by government policies all around the world,hence,the talent environment system on the needs of this group has a guiding value for the construction of a major World Talent Center.According to the results of the Delphi method survey,foreign faculty's concerns about the talent environment are,in order,individual development environment,institutional system environment,relationship environment,and social system environment.In light of China's national conditions,the building of “World Talent Center”should prioritize the construction of “individual development environment”,taking into account the fields of social integration and economic development.Second,we should step up to improve the system of laws and regulations,and strengthen the construction and implementation of formal rules.Third,we also need to emphasize the gaming in openness of the information field,especially pay attention to the upgrading of international communication methods and capabilities.Fourth,it's necessary to make full use of governments at all levels to strengthen the top-level design and coordination.Fifth,we should also utilize the autonomy of higher education institutions to promote the construction of internationalization in a broad sense effectively.
