Problems and Countermeasures in the Construction of Expert Database for National Key Research and Development Program ——An Interview Study Based on Front-Line Project Managers |

Abstract The quality of the expert database is an important prerequisite to ensure the fairness and justice of project review.We completed an in-depth interview with 21 front-line project managers,and then analyzed the typical practices and problems faced by the interviewees in the process of establishing the expert database for national key research and development program.The results showed that there are still problems to be solved urgently in terms of the completeness and update timeliness of the expert information,the accuracy of the intelligent matching system,the intervention of subjective factors,and the selective efficiency of reviewers.Finally,relevant strategic suggestions are put forward in response to these problems,including specific measures to improve the willingness of experts to enter the database and update their information,to implement a three-level matching model for the projects and candidate experts,to upgrade the operating system of expert database platform,etc.The proposed countermeasures aimed to promote the standardized and innovative management of the expert database,and provide opinions for the management of Chinese science and technology projects.
