美国国家战略科技力量的发展趋势及其对中国科技自立自强的启示

Abstract In the new era,the global competition pattern has changed greatly,and the contradiction between the rising trend of China and the external containment pressure is intensifying.It is of great significance to China's overall roadmap for planning the construction of national strategic S&T strength,responding to technological revolution and industrial transformation,and enhancing international competitiveness.This paper discusses the characteristics and trends of American national strategic S&T strength under the background of Sino-American Science and Technology Game,and gives a general road map for China to plan the construction of national strategic science and technology power.This paper explores the development situation of science and technology between China and the United States under the dual guidance of the game of major powers and national missions.,and puts forward that the overall goal of American national strategic power is to establish the absolute leading advantage in the world which is divided into four sub-goals including strategic security,technical security,national defense security and industrial security.In addition,it coordinates four forces of political guidance,scientific and technological R&D,military industrial power and enterprise implementation.The latest development trends are emerging in terms of scene change,technology foresight,national laboratory reform,talent organization,civil-military integration,industrial carriers,and digital transformation.In the end,this paper summarizes the inspiration for China's achievement of technological self-reliance and self-reliance from the several perspectives such as improving active response,constructing technology foresight system,optimizing management and operation system of national laboratory,promoting civil-military integration,strengthening the independent and controllable industry,playing the main role of leading enterprises and strengthening the digital economy.
