The Evolution of China's Science and Technology Innovation Policy System ——Based on 157 Policy Texts from 1978—2020 Quantitative Analysis of Policy Texts |

Abstract Since the reform and opening up,China's science and technology innovation policy system has been gradually established and evolved,forming a development path with Chinese institutional characteristics.This paper takes policy texts as the entry point,analyzes the stage background,policy layout,implementation effects and problems of China's science and technology innovation policy system in different periods by improving the quantitative analysis method of texts,and summarizes the evolution pattern of China's science and technology innovation policy system.The study finds that in the more than 40 years after China's reform and opening up,China's science and technology innovation policy system has distinct stage differences,from single-point implementation to multi-pronged implementation,reflecting the cognition of the laws of innovation activities and the needs of economic and social development in different periods,and reflecting the systemic thinking and integrated layout on building a national innovation system.The systemic construction capability of China's science and technology innovation policy has gradually enhanced,along with the deepening of law cognition,the refinement of policy orientation and the expansion of policy focus.The evolution of policy system cannot be separated from the coordinated progress of theory and practice.The purpose of this paper is to clarify the inherent characteristics of the evolution of China's science and technology innovation system,and to provide references for the possible directions of the deepening development of the science and technology innovation system in the future.
