Abstract The new national system for mobilizing resources nationwide is an innovative development of the traditional national system under the condition of socialist market economy with Chinese characteristics.It is also the institutional foundation for China to achieve scientific and technological self-reliance and self-strengthening at higher level.By tracing the history of the national system to promote the development of sci-tech innovation since the founding of the People's Republic of China,it forms a regular understanding of the development logic of the new national system.It analyzes the connotation of the new national system,analyzes the differences between the new national system and the traditional national system,and clarifies the applicable boundary,participants and organization mode of the new national system.
