迈向科技自立自强：改革开放以来中国创新赶超的范式嬗变

Abstract In an open economy,there are two innovation catch-up models for late-developing countries:one is imitating innovation based on the introduction of technology,the other is an original innovation.This paper divides the innovation catch-up process of late-developing countries into four stages,including technology importation,replicative imitation,creative imitation and original innovation.According to this division,this paper analyzes the development process of China's catch-up path since the reform and opening up.The theoretical model in this paper shows that as the late-developing countries gradually approach the technological frontier,the rate of S&T progress will inevitably move towards the “mean convergence”state,and may also face stricter technology regulation in developed countries.Therefore,China's timely proposal of “high-level technological self-reliance”is also a strategic transformation from following to leading according to the changing situation.The suggestions are as follows.In view of the highly differentiated industrial technology level in China,the hierarchy of S&T policy should be maintained.The relationship between technological self-reliance and open innovation should be properly handled and integrated into the global innovation network.We should encourage technology entrepreneurship with basic research as the source,and support more technological enterprises to carry out frontier technology exploration.Based on the institutional advantages of the new state system,we should strengthen the innovative top-level design in the “depopulated zone”.
