系统视角下国家创新体系中的政府作用——基于美国和日本的创新实践综述

Abstract Taking the system characteristics such as the purpose,integrity,dynamic relevance,emergence and openness in the national innovation system (NIS)as a starting point,combining with the relevant practical experience of the US and Japan,this article analyzes the role of the government in the NIS.The research shows that in the NIS the government is not only to repair failures,but also to lead the entire system.The government's leading and active role in the NIS is mainly manifested in the following aspects:formulating innovation strategies to guide the direction of innovation;improving the input of innovation elements to consolidate innovation infrastructure;encouraging innovation entities to awaken innovation vitality;coordinating innovation activities to improve innovation efficiency;strengthening intellectual property protection and building an innovation culture to create a good innovation environment;funding innovation in key areas to promote the emergence of multiple innovations;promoting open innovation to introduce global high-quality innovation resources.
