国家高新区能否推动都市圈的创新发展——基于31个都市圈的实证研究

Abstract National high-tech zones play an important role in regional innovation,and play a key role in the coordinated development of metropolitan innovation.Based on this proposition,this paper conducts an empirical analysis on the urban panel data of 31 metropolitan areas in China by using difference-in-differences.The results show that the establishment of China's national high-tech zone can promote the overall innovation level of metropolitan area.The development of urban science and technology service industry help to strengthen this process,and it plays a positive regulatory role in the process of promoting the innovation of metropolitan area.However,the regulatory role of the vitality of urban management system is relatively not obvious.Further analysis finds that there is obvious “central-noncentral”city heterogeneity.High-tech Zone has a negative effect on the innovation of central city,but has a significant positive effect on innovation of noncentral city.The establishment of high-tech zone has a significant positive impact on innovation of midlands metropolitan area.However,the positive effect on the innovation of the eastern and western metropolitan areas is insufficient.Accordingly,the paper puts forward some policy suggestions,such as accelerating the construction of national high-tech zone,carrying out the reform of urban management system,and expanding the scale of science and technology service industry.
