| A Quantitative Study on China's PPP Policies:the Evolution and Change of the Collaboration Among Governance Institutions |

Abstract To facilitate the development of PPP,a series of policies are issued intensively and the collaboration among governance institutions has been enhanced significantly.How to reveal the evolution of collaboration among governance institutions systematically is an important issue in promoting the development of public service.The evolution process of PPP policies consists of four stages,namely,preliminary exploration,strategic adjustment,steady improvement,and comprehensive development.This study employs social network analysis to reveal the characteristics of the overall network and different nodes,thereby showcasing the process and mechanism of the network evolution.The density of the network increases tortuously and the centrality decreases,the clustering coefficient increases incrementally,and the average path distance first decreases and then increases.The evolution of the network experiences three typologies (i.e.,center-edge type,loose type,and decentralized-coupled type),showing a diversified and balanced trend.In the stage of comprehensive development,the degree centrality and closeness centrality between adjacent sub-stages are significantly positively correlated,and the correlation coefficient first rises and then decreases.Therefore,PPP policies have entered into the incremental development and transformation period.
