新型举国体制下构建触发中国高新技术突破的“扇形”模式研究

Abstract How to effectively achieve the breakthrough innovation in high-tech industries,completely break the international technological blockages,and seize the commanding heights of future high-tech development are still unsolved issues for both Chinese academia and policy makers to consider.This paper begins with a systematic review of China's modern Whole-Nation System from the perspective of historical development.With a purpose of comprehensively triggering breakthrough innovations in the high-tech industries,based on the modern Whole-Nation System,this study draws on the national will of innovation theory,divides high technologies into three categories(vital strategic technology,key core technology,and industrial generic technology),and then constructs a“fan-shaped”model which includes the government,state-owned organizations,large enterprises,and small and medium sized enterprises.Given the advantages of the modern Whole-Nation System,this model can play effective roles in triggering breakthrough innovation through enhancing the motivation and capability to innovate,and through balancing responsibilities and relationships in creating innovation.Finally,the paper explicates its contributions to the innovation literature and practice,which will benefit both the government and market players in high-tech industries.
