负责任创新视角下央地人工智能政策异质性研究

Abstract As a new concept of science and technology innovation policy,responsible innovation provides new ideas for the formulation of AI policy.Based on the theory of responsible innovation,this paper constructs a three-dimensional analysis framework of policy theme,policy tools and policy dynamics of responsible innovation,and uses quantitative and qualitative research methods to carry out quantitative investigation and qualitative research on central policies and regional policies such as Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta.The results show that the central and local governments attach great importance to the concept of responsible innovation,but there are differences in the allocation of attention.Therefore,this paper puts forward countermeasures and suggestions from three aspects:enriching the connotation of innovation policy theme,optimizing the internal structure of policy tools,and paying attention to the external environment system of policy,in order to provide reference for the central and local governments to further revise,supplement and improve the AI industry policy.
