| “Pro-innovation Bias”in the Intellectual History of “Innovation”and Innovation Studies |

Abstract The intellectual history of the concept of“innovation”and the development of the innovation studies shows that there is a“pro-innovation bias”which leads to neglect of the social consequences of innovation-especially the unintended and undesirable consequences.With the expansion of the impact of innovation and the increase of risks,the issues of consequences and responsibilities cannot be ignored,which calls for a theoretical concept of responsible innovation.
