科研人员知识产权激励的复杂政策因果机制及其整体性治理

Abstract It is an important measure in the system and mechanism reform of scientific researchers to realize the innovation incentive of scientific and technological achievements through the ownership allocation of intellectual property rights of scientific and technological achievements,which involves policy exploration and institutional innovation,but the policy causal mechanism is still unclear.This study combines the policy process of Intellectual Property Right Incentive of scientific researchers and the governance fragmentation dilemma it produces,and puts forward the definition and connotation of Complex Policy System from the perspective of holistic governance theory.On this basis,the framework of complex policy causal mechanism of property right incentive for researchers is constructed,and the process tracing method is introduced to refine the complex policy causal mechanism in the reform case.It is found that the interest balance among governance subjects and the governance fragmentation of complex policy system constitute the causal mechanism chain that affects the final result of Intellectual Property Right Incentive for researchers.Finally,this paper proposes a holistic governance strategy to solve the above fragmentation problems.
