Abstract Young scientific and technological talents are the backbone of promoting the construction of an innovative country.It is very important for the high-quality development of regional economy to establish an innovation-driven talent introduction policy.Based on the text database and corpus of youth scientific and technological talent introduction policy issued by the central government from 2007 to 2018,this study constructs the evaluation index system and its quantitative standard manual of youth scientific and technological talent introduction policy,and applies this achievement to the comprehensive evaluation empirical analysis of typical regions.The results are as follows.①Based on the analysis of policy content,it has effectively realized the structural transformation of unstructured policy text data,and has advantages in testing the consistency of policy text and comparing the differences of policy text;②Based on the evaluation of policy content,it can provide a breakthrough point for the effective dialogue between policy literature and policy practice,and provide an important reference for building a new era of talent development governance system.
