大国竞争时代现代产业体系的三重螺旋战略框架研究

Abstract Based on the triple helix theory, this paper constructs the strategic framework of modern industrial system, and analyzes the development path of modern industrial system The study finds that great power competition has caused strategic threats, systemic threats, dynamic threats and transformative threats to China's industrial securityModern industrial systems must be based on global competitive vision and strategic thinking, three factors including industry-related stakeholders, industrial innovation policy and industrial security are constantly interacting, practicing, evolving and spiralling to support China's economy to turn to high-quality development Up to the characteristics of great power competition, the construction of modern industrial system needs three spirals On the basis of resource sharing, complementary advantages, achivement transformation and risk sharing, the government, industry, university and institute promote breakthrough innovation, disruptive innovation, incremental innovation and continuous innovation, thereby leveraging industry, restructuring industry, driving industry and radiating industry ecology;In the perspective of strategic foresight, industrial security risk prevention shuld be estimated and weighed by multi-element, classification and grading;To gain national competitive advantage is the goal of policy for innovation-driven modern industry transformation The paper focuses on four aspects, that is policy objectives, policy models, policy tools and governance mechanisms
