政企共演视角下后发企业的技术追赶

Abstract The impact of institutional change on the technological catch-up of latecomer firms has been increasingly emphasized in recent years.By carefully analyzing the history of catch-up in the past 40 years and relevant literature,this paper presented a co-evolution model of technological catch-up between government and enterprises,then analyzed their strategic choices in three different stages and inherent mechanism.This paper found that,in the three stages of catch-up initiation,catch-up promotion and post catch-up,the evolution of government's technological strategy“introducing and digesting-upgrade-innovation driving”was coinciding with latecomer firms' strategy“technological imitation and secondary innovation-technology integration-independent innovation”,which jointly promoted the change of social environment and counter reflect the change of their own strategic choice.In this process,government interventions,institutional market and property rights difference had a sustained impact on technological catch-up.This paper held that in order to promote innovation ability to catch up and formed a sustained technological leadership,it was necessary to continuously improve the system supply from aspects of enterprise,industry and government.
