| Innovative City Construction Under the High Quality Development in the New Era:Based on Xi'an's Experiences in Developing the Innovative City |

Abstract Combining the new situation and new requirements in the high-quality development stage,this paper proposes the following six measures to promote the construction of innovative cities:strengthening the important role of research universities and institutes in the source of innovation to enhance the basic capabilities of urban innovation;utilizing the innovation advantages of large enterprises to enhance the vitality of regional innovation and development;strengthening the effective incentives of property rights for scientific and technological personnel to attract top talents gather;vigorously developing equity investment and injecting financial“live water”into innovative cities;optimizing and upgrading the urban innovation and entrepreneurship ecosystem with well developed“hard facilities”and“soft environment”;creating an open innovation system and building a global innovation highland.
