| Responsibility and Benefit:Evolution of the Inter-government Relationship of Basic Research Policy in China |

Abstract How to change to powerful country is the focus of future policy research.The importance,uncertainty and externality of basic research lead to the complexity of policy-making and implementation for central and local government.Therefore,this study takes the five-year plans and the national medium- and long-term program for scientific and technological development to analyze the evolution of the central basic research policy in the past 40 years.Based on the data of basic research policies of 31 province-level regions,the paper studies the evolution of inter-government relationship with the framework of “responsibility-benefit”.It is found that there are three main types of relationships between the central and local governments,the coordination type,the following type and cooperation type.There are more cooperation type as a whole,and the evolution types of inter-government relationship is positively related with the regional research and development level.
