| Framework Design Study of PPP Model Application in the Field of Agricultural Research and Development in China |

Abstract At present,PPP model has been applied to almost all fields in the world.However,PPP model was been begun to be implemented in China just in recent year.The theoretical study of PPP model was focused on the area of infrastructure.The study of research and development area was relatively scarcity.To cope with the enormous fund demand of the stage of agriculture independent innovation in China.Under the new normal of the economy,which is an inevitable development trend that introduce PPP mode into the field of agricultural research and development.Based on the experience of PPP projects in the field of science and technology in developed countries,this paper designed the framework of PPP model applied in China's agricultural research and development and put forward the suggestions about PPP legislation,project identification,government behavior border and member opening mechanism to ensure the operation of the framework.
