Abstract The problems of discretization of resources,differentiation of subject cognition,inertia of technological organizations and fragmentation of innovation system are existing in innovation entities of enterprises,universities and research institutes.They are important factors that restrict the transformation of innovation resources into economic resources and competitive advantages in Northeast China.On the basis of case studies of enterprises in Northeast China,We should reconsider the position of the innovation entities especially the state-owned enterprises in Northeast China,break the boundary and organizational inertia of various innovation entities,enhance the innovation cognition of different innovation entities,build a multi-benefit innovation community model dominated by state-ownedenterprises and symbiosis of multiple rights,optimize the structure of innovation subjects in Northeast China,which would promote the supply-side structural reforms and implement effectively the“Mass Entrepreneurship,Innovation”strategy of the old industrial base in Northeast China.
