Abstract Basic research is the source of scientific and technological innovation.Strengthening basic research in an all-round way has become a major strategy of the party and the country,and an important cornerstone of a powerful country with science and technology.However,China's modern scientific research started late,and the basic research fell into the situation of“two ends outside”.This situation has not been broken for a long time.It is mainly manifested in the lack of decision-making ability of research direction and topic setting,the dependence on import of software and hardware tools and materials,the lack of talent attraction and international academic influence,outflow of achievements;Its causes are closely related to China's basic national conditions and policies,including financial input,enthusiasm of government and enterprises,international relations,incentive mechanism for basic research,conditions and capacity-building.In order to speed up getting rid of the situation of“two sides outside”in basic research,this paper puts forward suggestions for improving cognition,promoting reform of incentive mechanisms,strengthening basic disciplines,strengthening conditions and capacity construction,and accelerating the construction of high-level academic platform.
