Abstract The world‘s major national industrial innovation centers,including the form of world-class innovation center,regional innovation center,non-core innovation center,are established and operated by the government, and affected by the regional industrial structure,economic strength,science and education resources and other factors.The successful operation of the world‘s major national industrial innovation centers is very dependent on the high-intensity innovation input,the specific industrial development orientation and development goals,the appropriate organizational structure and management mechanism,and the training and introduction of high-end talents.Combined with China‘s national conditions,this paper proposes that to establish industrial innovation centers in China needs a series of development measures and policy recommendations,including building the “regional + block + platform” industrial innovation center organization system,creating the “main center + sub-center” industrial innovation center gradient operating mechanism,establishing the“science and technology + industry” industrial innovation center support system,and forming the “international + domestic” industrial innovation center layout
