Abstract Based on the panel data of high-tech industry in China, the paper used panel varying coefficient model to study the innovation's contribution of independent R&D investment to high-tech industry in different regions, and used regional and time panel threshold regression model to study the threshold effects of independent R&D investment. The results show that:there are significant regional threshold effects for independent R&D investment;the time threshold effect of independent R&D investment is obvious too,and its elasticity modulus has gradually increased;the effect and efficiency of full-time and equivalent of introduction technology, the purchase of domestic technology, renovation and R&D personnel are not high overall, which reflects those problems that the secondary development level of China's high-tech industry introduce technology is not high and the level of update and transformation is low,and so on.
