Abstract Innovation cluster is an effective economic form for driving regional economic development and enhancing competitive advantages of nations.Developing innovation cluster is of important significance for China's economic transformation and development.Based on the foreign experience of the development of innovation cluster theory and practice,this paper defines the meaning of government initiating innovation cluster.By analyzing China's effects on initiating innovation cluster,this paper summarizes the exploratory practices of the innovation cluster construction in China,and puts forward a dynamic developing path,in which the government plays a different role in the start,acting and mature stage of initiating innovation cluster.It discusses the problems of playing the government's role deserved to pay attention to the further research direction.It is expected to provide basis for the policies establishment of regional development,scientific and technological innovation and innovation cluster
