Abstract The scientific and technological achievements supported by government finance mainly come from the national scientific research institutes and universities In recent years,the number of such type of achievements is growing fast,but the effectiveness of application is not good,an important reason of which is the policy barriers In this paper,we analyze the present situation of transformation,summarize the policy constraints,and study the related practices in the developed countries for reference,finally propose the suggestions,including establishing a“quantitative”funding model based on measurement the results of application,simplifying administration examination and approval procedures,authorizing earnings rights to undertaking organizations,setting up the responsibility system of transformation,and so on
