Abstract ST infrastructure resources are the foundation to improve the capability of independent innovation and build a national innovation system.On the basis of the key ST resources survey of 2011,and around the data of three key resources,this article builds a abundance index of ST infrastructure resources.A more accurate characterization of the level about ST basic conditions for various areas has been built.By establishing such a measure to reflect the resources of the regional ST base conditions,it can provide support for overall planning and optimizing the layout of ST infrastructure resources.
