Abstract According to the related principle of evaluation index selection,and combined with scholars early research achievements and experts andvices,we divided the appraisal indexes for the operating performance of national Science and Technology Award System into two categories:award input and award output.The paper calculated effective value of NSTAS operation performance through AC2R model by DEAP software.From 1979 to 2011,the operating performance of NSTAS never achieved technology effects and scope effect simultaneously,which means that award input had redundancy and award output was relatively insufficient.As a result,to improve the operating performance of NSTAS,we should adjust the awards setting,increase the proportion of the contest,take a dynamic bonus plan,and improve the informatization level of National Science and Technology Award System.
