Abstract This paper analyzes main measures which many governments take to stimulate the combination of economy and ST,The measures include developing economic development strategies which relied on technology and innovation,regulating income distribution system to stimulate the momentum for companies to transfer technology and innovation into value-added products and service,and establishing healthy institutes regards to entrepreneurship,intellectual property and venture capitals.
