Abstract Strengthening low-carbon S&T innovation management is inevitable requirement for China to promote the construction of ecological civilization and the development of low-carbon economy.Low-carbon S&T innovation management is a comprehensive service process of goal orientation,process management,and platform construction for the low carbon S&T innovation.It has the features of a platform,as the integration of resources,public service,knowledge sharing,and etc.The low-carbon management system needs to rebuild the innovation process,perfect the service type,construct the service platform,and optimize the management subject.This is to provide a systematic innovation service for low-carbon S&T innovation and transformation.The construction of low carbon S&T innovation management and service platform should take effective measures from the level of government departments,enterprises,research institutes,intermediary organizations,and social masses.
