Rational Choice and Goal Displacement:Multi-Cases Study of Innovation-Oriented Provinces

Abstract：From the prospective of interprovincial comparison,we choose six Chinese provinces from eastern,middle and western China to analyze how local government to implement innovation-driven development strategy.The initial findings suggest that,each province has different resources endowment and development stages,but they have many similar objectives and key measures,but they play less attention to innovation government management and institutions.‘Super Stable System that consists of compliance mechanism,learning mechanism,inertia mechanism,competition mechanism and collusion mechanism and ‘Path Dependency is the potential cause for explaining the special phenomenon of behavior convergence.
