基于动态面板模型的市场经济秩序政府管制效果研究

摘要市场经济的良好运行离不开政府, 维护市场经济秩序需要提高政府对市场经济秩序的治理能力和水平。基于面板VAR模型, 利用全国1999—2012年省级面板数据, 对中国政府管制与市场经济秩序的动态关系进行了实证研究, 结果表明, 地方政府管制在短期内可以抑制违法行为的发生, 促进市场经济秩序好转, 但是长期效果不佳, 会促使违法行为发生反弹, 因此, 维护市场经济秩序, 治理违法行为, 需要加强管制创新, 改进政府管制。

Abstract：The well operation of the market economy will be impossible without government regulation, and the government regulation on illegality must be improved to defend the order of the market economy. This paper uses panel VAR model to analyze the relationship between local government regulation and market economic order over 1999—2012 for 31 provinces (municipalities and autonomous regions) in China.The results show that a positive impulse of local government regulation decreases illegality in the short run, but increases them in the long run.Therefore, there is room for improvement with regard to government regulation on market economic order
