Abstract：51 Hi-tech Zones have been authorized as National Hi-tech Zones since 2009.But they are lagging behind those which were authorized before.Hi-tech Zones are facing increasing challenges and pressure.Based on the theory of industrial ecology, this paper discussed a developing route supported by the innovative industrial clusters.
