Abstract：New national system can strongly support the important S&T innovation activities.As an public governance under the condition of socialist market economy, new national system need a shift from administrative resources allocation to market-oriented allocation, from product oriented to commodity oriented, from realizing S&T target to technical and economic benefits.Based on the experience at home and abroad, a system design is proposed in this paper including project decision-making mechanism, project responsibility mechanism, R&D organization mechanism, interest distribution mechanism, budget and cost control mechanism, entry and exit mechanism and so on.
