A Configurational Study on Innovation Capacity Development in Central Cities Based on TOE and Triple Helix Framework

Abstract:Central cities play a pivotal role in advancing a nation's overall innovation capacity.They play significant practical value and positive significance for realizing China's goal of ranking among the world's leading innovative countries by 2035.This study selects 38 central cities in China as samples and employs dynamic Qualitative Comparative Analysis(QCA),integrating the Technology-Organization-Environment(TOE)framework with the Triple Helix theory to investigate the factors influencing central cities' innovation capacity and their interactive configurations.The findings reveal that:①Multiple configurational pathways exist for achieving high levels of urban innovation,including government-enterprise cooperation,collaborative innovation,and industry-university co-creation models;②Two types of pathways lead to non-high levels of urban innovation,namely those constrained by organizational environments and those characterized by a lack of collaboration;③Different types of innovation pathways do not exhibit significant temporal effects,but they do show certain regional distribution patterns in geographical space.Furthermore,these findings provide guiding insights for the formulation of urban innovation policies,the allocation of scientific and technological innovation resources,and the realization of sustainable urban innovation development.
