Abstract:The difficulty in converting scientific and technological achievements into practical applications constitutes a critical bottleneck constraining the overall effectiveness of China's innovation system.As a significant innovative policy within the national technology transfer framework,the establishment of regional technology transfer centers plays a vital role in stimulating innovation and entrepreneurial dynamism.This article employs a multi-period difference-in-differences model to systematically analyse the impact of the pilot policy on urban entrepreneurial activity,based on panel data of 286 cities from 2003 to 2023.Findings reveal that the pilot policy significantly enhances urban entrepreneurial activity,with its effects being more pronounced in regions with lower administrative levels.By sector,the policy's entrepreneurial impact is particularly evident in manufacturing,technology-intensive industries,and capital-intensive industries.Mechanism analysis indicates that the pilot policy advances urban entrepreneurial development through venture capital clustering effects,talent aggregation effects,technology diffusion effects,and intellectual property protection effects.This article supplements empirical evidence on the economic effects of technology transfer at the urban entrepreneurial level,offering policy insights for enhancing technology transfer to bolster urban entrepreneurial vitality.
