The Roles and Functions,Capability Foundation,and Realization Path of Technology-Leading Enterprises in Supporting the Construction of Manufacturing Power

Abstract:Technology-leading enterprises play a crucial role in industrial innovation,yet academic research has not adequately explored their contribution to building manufacturing power.This lack of attention hinders the development of a clear roadmap for advancing new industrialization.This paper conducts rconducts layer by layer deconstruction in accordance with the analytical framework of‘role and function-capability foundation-path of realization’.The study begins by analyzing policy documents related to manufacturing power to define the five roles and corresponding functions of technology-leading enterprises including network connectors,key researchers and developers,resource allocators,standard setters,and supply chain managers.Subsequently,a multi-dimensional capability framework is proposed to support the construction of manufacturing power,encompassing R&D capability,end-product development capability,end-product manufacturing capability,and supply chain optimization capability.Using this framework,the study further analyzes the current constraints faced by China's technology-leading enterprises.To enhance the supportive role of technology-leading enterprises,China should focus on improving the basic research infrastructure of businesses,facilitating the organized transformation of scientific and technological achievements,expediting the development of standards and quality systems,and fostering a culture of integrated innovation across enterprises of all sizes.
