Practical Effects and Suggestions of the Mixed-Ownership Reform of Job-Based Scientific and Technological Achievements ——Empirical Analysis Based on 33 Reform Pilot Units in Sichuan Province

Abstract：The reform of mixed-ownership of scientific and technological achievements is an important exploration to establish and adjust the incentive system which aims to promote the transformation of job-based scientific and technological achievements in the long term.Based on the analysis of the practical results of 33 pilot units in Sichuan Province,it is found that the new pilot units made some innovative system designs in ownership distribution,procedure refinement,and application of rules.Furthermore,the number of mixed-ownership achievements and transformations,the overall transformation rate of achievements have all increased.The social and economic benefits have been improved,and the enthusiasm of scientific researchers has been enhanced.However,mixed-ownership reform cannot solve all the problems,its universality and legality are still questioned in practice.The lack of conditions of guarantee and free trade in technology are also restricting the advancement of reform.Therefore,the mind should be changed in order to solve all the practical problems,it is more reasonable to establish and improve the diversified incentive system for the transformation of job-based achievements.It is also necessary to adjust the systematic rules and relative policies and provide guarantee conditions to ensure the rationality and long-term effectiveness of the incentive system.
