The Basic Mode and Practical Scenarios of the Exploration and Innovation of the Scientific and Technological Project Enlisting and Leading System ——Comparative Analysis of Multiple Cases Based on Domestic Practice

Abstract：In order to solve the technical problems of“stuck neck”in current technological innovation,“Enlisting and Leading”is rapidly emerging throughout the country.To conduct a comparative analysis of multiple cases,it is possible to summarize the basic mode and practical situation of the current“Enlisting and Leading”system for exploring and innovating by selecting the typical“Enlisting and Leading”scientific and technological projects.There are three conclusions.①According to the different subjects of the practice of“Enlisting and Leading”,it can be divided into three types named as government-led,government-enterprise cooperation and enterprise-led,and then according to the different target collection methods and management processes,it can be further divided into four types modes,namely task-incentive mode,task-management mode,demand-management mode,and demand-guarantee mode;②Each mode includes the same core elements and operating procedures,but has its specific application in specific practice circumstances,key issues,core advantages and restrictive factors.Therefore,the mode for applying in the“Enlisting and Leading”project should not be separated from specific conditions and situations;③ In order to promote the continuous improvement of the“Enlisting and Leading”system,improvement measures should be taken from four aspects including the qualification of applicants,the main body of the rankings,the achievement evaluation and acceptance mechanism,and the fault-tolerant mechanism.
