技术来源、技术进步偏向与中国制造业升级——基于双循环新发展格局的思考

摘要 双循环新发展格局要求中国制造业实现地区结构优化和行业纵深发展的有机统一。构建超越对数成本函数,利用SUR方法估计技术引进、外商投资、合作研发、自主研发4种来源技术进步的要素需求强度与技术进步偏向,从结构优化与纵深发展两个角度探索有利于中国制造业升级的技术来源。研究发现:发展以技术引进、合作研发为来源的技术进步,有利于中国制造业整体结构高级化;技术进步的要素需求强度存在地区异质性,中西部可通过吸收外商投资技术溢出促进地区制造业结构高级化;劳动密集型、资本密集型、技术密集型制造业分别构建以合作研发、外商投资、自主研发为主要来源的技术进步模式,可引导技术进步偏向与行业特征相耦合,加速行业纵深发展。最后基于制造业区位优势分析,尝试以优化技术来源为政策抓手,统筹实现双循环发展格局下中国制造业升级的两大目标,提出了技术来源选择方案与相应的政策建议。

Abstract:Dual circulation new development pattern requires China's manufacturing industry to realize the organic unity of regional structure optimization and industry in-depth development.Constructing a trans-logarithmic cost function,the paper uses the SUR method to estimate the factor demand intensity and technological progress bias of technological progress from four sources including technology introduction,foreign investment,cooperative R&D,and independent R&D.From the perspectives of structural optimization and in-depth development,the paper explores the sources of technology that are conducive to the upgrading of China's manufacturing industry.The results of empirical analysis show the followings.The factor demand intensity of technological process has regional hterogeneity,The development of technological progress based on technology introduction and cooperative R&D is conducive to the advancement of the overall structure of China's manufacturing industry.The central and western regions can promote the upgrading of regional manufacturing structure by attracting foreign investment.The utilization of cooperative R&D in labor-intensive manufacturing industry,the choice of foreign direct investment in capital-intensive manufacturing industry,and the choice of independent R&D in technology-intensive manufacturing industry can guide the technology progress bias to be coupled with its own industrial characteristics,and then accelerate in-depth development of the industry.In the end,based on the location advantage analysis of manufacturing industry,this paper tries to optimize the technology source as the entry point,coordinate to realize the two major goals of China's manufacturing industry upgrading under Dual circulation new development pattern,and puts forward the technology selection scheme and corresponding policy suggestions.
