Effect on Government Procurement Policies on Innovative Activities of High-tech Enterprises

Abstract：Based on 2012—2015 micro data of Zhongguancun high-tech enterprises,this paper analyses the correlation between government procurement policies and enterprises' innovative activities and then uses propensity score matching(PSM)method to test the influence of government procurement policies on the enterprises' innovative input and output.The result is that government procurement policies have a positive influence on the probability of innovating of high-tech enterprises which have not innovative input or output but are willing to invest fund or make new product.However,the influence is not significant when the policy targets are the high-tech enterprises which have had innovative input or output.This conclusion is robust to the sample covering different time periods,or with different firm ages and sizes.
