International Developments of Capacity-Building Action for Response to Climate Change and China's Countermeasures——Taking the Period of Paris Agreement's Preimplementation for Example |

Abstract As the reality basis of implementation of capacity-building provisions of Paris Agreement,the developments of capacity-building action in the transitional period will have a significant impact on the capacity-building's mode in the Post-Paris Era.In recent years,the development of European Union and Umbrella Group represented by the United States may force the Group of 77 Countries plus China to increase the portion of“self-help”in Capacity-building,backward the reconstruction of the principle of“Common But Differentiated Responsibilities”and restrict the current rules of international climate finance and climate technology to some extent.So China should hold fast to the principle of CBDR,constructively participate in international climate negotiations and cooperation,further improve the mechanism of the domestic top level design,and reconstruct the legal system of capacity-building in stages
