Abstract Based on the policy science research perspective,this paper discusses and analyzes the value issue of science,technology and innovation(STI)policy,summarizes and proposes the fundamental value orientation for Chinese STI policy including political function,ST advancement,economical benefits,social development,ecological evolution and so on.And it also establishes the concept on combination of facts evaluation and value evaluation. Given this understanding,this paper constructs a comprehensive evaluation framework according to Chinese ST&I policy's content and characters.The framework consists of value evaluation as the kernel,technical analysis as the tools,involves the whole process of policy making,policy implementation and policy effect.After that,the comprehensive evaluation framework's practical application situation is analyzed and prospected.
