中国专利政策绩效区域差异及影响因素分析——以高技术产业为例

Abstract This paper focuses on analyzing the differences of patent policy performance on the two key stages as research and development(“R&D”)and transformation via SUPER-SBM three stage DEA model.And it analyzes the effect of four environmental factors as patent creation,patent application,patent protection and patent service to regional patent policy performance via Tobit model.Based on the research of patent policy performance,it gets conclusions as follows:Firstly,the patent policy performance of southeast coastal areas is better than other regions;Secondly,the patent policy performance shows a decreasing trend from east to west;Thirdly,it exists in most areas the phenomenon “to attach importance to research and development,while to despise transformation”.Patent creative environment,patent application environment and optimization of patent service environment can all significantly improve the performance of regional patent policy
