Abstract Implementation of the medium-term fiscal planning on science and technology finance is an important measure to improve the ability of national innovation and achieve innovation driven development strategic objectives of the system.After the research and practice of medium-term fiscal planning,this paper finds that there are few literatures about the medium-term fiscal planning on science and technology finance.On the background of technology medium-term fiscal planning implementation,it analyzes the technology medium-term fiscal planning goals,priorities,difficulties and confusion in practice.Finally,it puts forwardpreliminary proposals for implementing technology of medium-term fiscal planning,in order to provide reference of promoting the supply side structural reform
