Abstract This paper applies the modern theory of efficiency measurement and decomposition to analysis the innovation efficiency,scale efficiency and congestion degree of different industries and different types of ownership enterprises.Conclusions are as follows.State-owned enterprises have the advantage in total innovation investment.Though inferior to other enterprises in innovation efficiency,state-owned enterprises has a highest growth rate.State-owned enterprises have an advantage in scale efficiency which is escalating in most industries of different ownership enterprises.Congestion of innovation resources of state-owned enterprises is easing
