Abstract This research used the theory of“cohesion and coupling”that comes from software engineering and the coupling concept of physical capacity,to analyze the internal coupling mechanism and path of development in case of Major Science and Technology of Gansu province.The results show that industry-university-research institute collaboration is just a means.To promote the sustainable development of the innovation ability,we should enhance the capability of independent innovation of enterprises,industries and products,establish the independent research and development institutions in the core industries and key areas,and enhance cohesion and innovation.
