Abstract Collaborative innovation system and model of the European Union has undergone four stages,forming gradually four models-project with multi-cooperation,central organization,virtual collaboration and knowledge group.The experience shows that every crisis and transformation has promoted the further improvement of the collaborative innovation system.The overall layout of innovation,integration of innovation support system,stakeholders,especially researchers & SMEs,and innovation life cycle assessment should be focused on when building the collaborative innovation model
