Abstract Based on the Institution-Based View(IBV)of business strategy, this paper investigates the impact of National Innovation System(NIS)on R&D with a pooled data sample of the 1137 publicly listed ChiNext companies for the period of 2009—2013.The result shows that there is a significantly positive relationship between the NIS, innovation resource, knowledge creation, firm innovation, innovation performance and the next-year R&D input of ChiNext companies, but the innovation environment does not affect R&D input of ChiNext companies significantly.Even with lagged two-year data, this paper draws the same conclusions
