Abstract Through the historical inspection and reality analysis, this paper points out that:essentially, sci-tech finance is an important branch of innovation economics.Its also a new economic paradigm that can promote deep harmony of innovation elements such as technology capital, innovation capital and entrepreneur capital, with the aim of fostering high value-added industries, creating high-paying jobs and promoting the competitiveness of the economy as a whole.The new economic paradigm consists of three closely related subsystems.The first is the technical-economic paradigm, which determines the size and quality of the capitalized technology in a given period of time.The second is financial-economic paradigm, which decides the quantity and efficiency of the transformation of ordinary capital and innovation capital in a given period of time.The third is the entrepreneurs-economic paradigm, which determines the size and capacity of innovative enterprise in a given period of time, especially the size and efficiency of entrepreneur capital
