Abstract The paper discussed the composition and characteristics of governments big data and analyzed public governance problems that may be solved by using big data.A framework on the public value creation based on the data flow was put forward and explained the realization conditions of public value on government innovation by using the framework.Finally,the paper explored the present status and challenges of government innovation with big data in China and local level from the four perspectives such as the establishment of big data management bureau,data open,national big data strategy and human resources
